Using my Windows 7 rescue disc, I could see it was booting from the CD and it asked me to Choose My Language and so I clicked on Next.
Nothing has happened since.
What do I need to do now?

I would say that your Windows 7 rescue disc isn't working as it should and has a problem.
What are you trying to do? A Factory restore?

For your HP
Most all OEM manufactures provide a application to build a installation disk.
Look at the HP software on the laptop for a Factory recover disks.
Some of them can restore to factory by BIOS.
Remember that your entire disk will be formatted, so backup your data on an external disk.

Look at this link HP Support document - HP Support Center

There is nothing like a clean install. If you opt to do it read this for the updates
MS releases SP2 for Windows 7

So the main problem is with your windows installation.
What is happening? You can't boot, it crashes, gives BSOD?
Did you try Safe Mode?

I don't know about BSOD, but the screen is blue with what looks like rays of light shinning down.
When I f8 I get a page with a number of options: Safe Mode. Repair your computer, Safe. Mode with Networking, withCommand prompt and the last one is start Windows Normally
If I go with Safe Mode I come to a page where the first choice is (recommended) Launch Startup Repair.
After that I end up with the blue screen with the light rays.

I'm sorry I am not giving you all the details. As you can tell I am not a computer individual.
The blue screen that I get only happens when the computer has completed a task and wants or what appears to me as the computer wants to load up Windows. All other times, as it is doing a task, it is a black and white s screen - DOS.
What does the BSOD look like?
I have chosen Repair - it loads files and then finishes at the blue screen - nothing happens at this point.

BSOD looks like a text screen with blue background while generating a report. Then shuts down the computer.

"....as the computer wants to load up Windows." So you can't boot?
Is it so hard to you to explain (in details) what happens to your computer from the moment you press the power button till it freeze? Shutdown?
When pressing F8, choose Repair your computer.

I can't boot into Windows
When I hit the power button, Windows Error Recovery comes up, then it automatically, if I don't make a choice, it loads files, and then it goes to my Blue screen, and sits there. Doesn't ever shut down .
If I make choice in the Windows Error Recovery, of Launch Startup (recommended), it says Windows is loading files, and then goes to a grey screen.
If I choose Start Windows Normally, it says Starting Windows, then it goes to back to Windows Error Recovery window where you choose Launch Startup (recommended) or Start Windows Normally.

Welcome to sevenforums

The rescue disc is also called repair disc, or rather system repair disc.

So you need to repair first, if it can or not.

If not, on option 2 mean re-install to factory setting.

Note that this will use the hidden partition on recovery to re-install.

I don't know about on HP matter now.
As in the past, i had to use more than one DVD to do the backup to re-install to factory setting.

Eric.

I think the "blue screen with rays of light " is the oem winpe wallpaper.
