No there is not...
The Task Manager Shell is a mayor part of the OS and you cannot just change it.
The only possible way would be to get Windows 8 (Release preview) and take the files that define the visuals of the OS and modify then in such a way that they work on Windows 7 without loosing the style....
For doing this it is required to have Mayor Skills in programming C++ as well as other programming languages and a good understanding of how a OS works and how the registry works
