Windows Action Center problem

I think I've got a problem with the Action Center could someone please help me out to resolve this? I've got Windows 7 Ultimate x64 the action center flag in the system tray (set for show icon and notifications) is taking between 2-4 mins to load after my anti-virus and network status icons and a reboot or restart. Is this normal? Any help would be appreciated. I have recently difragmented and clean up the system but still have the same problem.

Mine is like that too, but not 4 minutes though.

I've never timed it but it's the last thing to load.
It has done that ever since I can remember.

Has yours always been that way or just started?

Edit: It does take around 3 minutes for mine to load.

In particular establish a clean boot, use lightweight free Microsoft Security Essentials,
check System File integrity.

All my Windows 7 systems act the same way. I believe it is normal.
It is a delayed started process.

The Windows Security Center Service is set to Automatic (Delayed Start) by default.
