Windows' behavior - How to disable it

When I am moving, for example, Windows Explorer windows, it automatically resizes and repositions itself. This is something new with W7.
Is there a way to disable this behavior?

Thanks to tews and Kari for your responses.
Kari's response taught me that it is about Aero Snap. The linked tutorial page indicates that to begin the process for turning it off, I have to switch Control Panel to All Items View. The problem encountered there is that Midium icons or Small icons is grayed in the View menu so that I can not switch it to All Item View.
Could anyone help?
