IE 10 and 11 still won't install. :( Tried it before activation and after activation.

There are no significant problems with either CheckSUR or the CBS/SFC results :(

I can only conclude that there's something strange about your setup that's interfering somewhere along the way, that I haven't spotted so far.
To be honest, I doubt that I'd spot it now, even if we were to start all over again.

If you really want to get IE11 installed (and the advantages over IE9 are significant) then I think your best option is a clean install - only installing any other software (including AV) after fully updating Windows.

Hmm... how does IE 11 affect other system functions over IE 9?
