Windows can't find/install updates

I'm using Windows 7 Professional SP1 and whenever I try to install updates, it gets stuck on the "searching for updates" screen for several hours.

I need to install the newest .NET framework, but it says it can't install and sends me here:
https://support.microsoft.com/en-us/help/4020302/the-net-framework-4-7-installation-is-blocked-on-windows-7-windows-ser

I tried running the Update Installer there, but it has the same problem, it gets stuck on the "searching for updates" screen.

You'll need to get some installed manually first starting with these in this order

KB3125574
KB3172605
I have them all on my onedrive 32 or 64 bit
