This .bat file does a bunch of things besides flushing the DNS.

I made an .exe version of that file which does the same thing without having to paste it into notepad, you only need to unzip and click this one.

I just wanted to share what solved it for me. I tried everything mentioned in this post and nothing worked. I then decided to try sfc /scannow and it found and fixed system files, had to reboot and all is working now.

What file could have been deleted in the system or services? Can i download it online and install it again om my laptop? Can't fix it, tried the solutions i've read above.

I have a similar problem and I have tried the following things:
- netsh winsock reset on CMD as administrator
- netsh int ip reset all on CMD as administrator

- when I do ipconfig, my Ip adress is starting by 169. which is not a correct one and default gateway shows nothing
- Then I check my network adapter on Device Manager which is a Realtek pcie and the device is working normally

- I checked the viruses and there was one which I removed

- I finally did a system restore but I did not have old recent points

What else can I do?

Lets try flushing DNS cache and renewing your IP.

Flush the DNS cache and restore MS's Hosts file ...
Copy and paste these lines in Note pad.

@Echo on
pushd\windows\system32\drivers\etc
attrib -h -s -r hosts
echo 127.0.0.1 localhost>HOSTS
attrib +r +h +s hosts
popd
ipconfig /release
ipconfig /renew
ipconfig /flushdns
netsh winsock reset all
netsh int ip reset all
shutdown -r -t 1
del %0

Save as flush.bat to your desktop. Right click on the flush.bat file to run it as Administrator.

Your computer will reboot itself.

Thank god I didn't stop at the first 10 sites I came across and waste time going through the elaborate steps some other guys posted and instead tried your simple fix first!

Hi -
I realize this is a older post, but I joined here specifically to add to it. I had the exactly the same issue on one of the machines in my shop recently. (7 64) I tried every single suggestion in all 3 of these pages plus your usual solutions to throw at it. SFC, CHKDSK, Ccleaner, malwarebytes, combofix, hijack this, Avast, network adapter AIO reset and a few on top of this.
Here is what worked. I figured the problem was probably buried in the boot manager but not letting me get to it, normally I would take Hitman to it and resolve it, BUT Hitman will not run unless it can find a connection to the network. So, I created a Avast rescue disk on another clean machine and ran it on the boot. This found and cleaned a few more and booted the system back up, network was still down with the same proxy problem. At this point I ran the tweaking.com software and initiated the repair section of it and it finally corrected it. (one note, I did try to run the tweaking software prior to the Avast run, and it did not correct it)
