Boot into http://www.sevenforums.com/tutorials/666-advanced-boot-options.html > Last known Good Configuration (advanced). It should work.

If still not, run Startup Repair for three separate times, with restarts after every single run.

I followed all the steps, the problem is not solved. I will say this: even after removing the drivers videocard ATI reboot is successful. Put the new driver for the video card-error still appears. Maybe something is conflicting, the incompatibility of some sort?
