I believe the 2011 version of Windows Live Mail does not support stationary.
You could always try installing Thunderbird:

I create the stationary I want in the program, then save it in the program, then save as a web page which opens up in Internet explorer. From Internet explorer I send to mail recipient. The stationary opens right up in windows live mail 2011 and I can send it.
It is a work around from Outlook express and windows mail, but it works. You might let others know who own this stationary maker..."
