Windows Magnifer is laggy.

Running Windows 7 Professional 64 bit. System specs in profile are current.

When I open Magnifier in Lens mode and move it around at any speed faster than slow, it takes a moment to catch up to the mouse, and a bit longer if I move it really rapidly. I'm using the same mouse/keyboard/monitor and running the same background applications (iTunes and X-Mouse Button Control; no antivirus besides Windows Defender) as I did on my previous PC (specs below), and this lag was not present on it. I noticed this lag the first time I opened Magnifier after finishing the Windows install and setting up my drivers/software. I tried older video driver versions (all the way back to the first version compatible with the GTX 980), and the lag was still there. Also tried uninstalling the USB 3.0 driver. All NVIDIA Control Panel settings are set for maximum performance. Note that the non-Aero Magnifier has perfect performance.

This is a very minor problem, but I worry that it's a symptom of something affecting system-wide performance.

Previous PC:

Windows 7 Home Premium 64 bit
AMD Phenom X3 8600 CPU
2GB Corsair XMS2 DDR2 1066 RAM
Gigabyte GA-MA78LM-S2H mobo
ASUS Geforce 9800 GT GPU (with 342.01 driver)
Onboard sound

Both PCs appear to have the latest Windows Updates (as of 2020-01)

Instead of Magnifier, I run Virtual Magnifying Glass, a tiny program that runs from the systray. You can adjust the size of the magnified area and strength of the magnification. I've been running it for many years with many Windows versions.

I don't use Magnifier very often, the fact that it specifically isn't running well isn't what I'm concerned about. It's that it ran better on my older, less powerful PC, which makes me think something not related to Magnifier isn't configured right.
