Windows shutdown - no save options

Windows 7 changed the shutdown screen presentation - if I have unsaved files, it stops and waits, but it will not present the option to change files - I can either force them to shut down unsaved, or cancel the shutdown process and do it all manually. This is ridiculously time consuming - I completely do not get the logic behind changing it.

I have searched this topic but have not found a lot of references to it. Either most people save their work before closing (please, I don't need workflow advice) or I have missed an option/setting somewhere.

Is there a way to allow the applications to present the option to save and close?

When you tell your PC to shutdown, it does just that. Closes your programs and shuts down. You are not supposed to have programs running when you click start-shutdown.
You should always close out of your applications before shutting down. You risk program corruption and file corruption when doing so.

When you close your programs, you are prompted to save and should do so.

Start-shutdown when having programs open is not recommended and should not be done.
