Windows Update Issues

I turned off Automatic Updates at the end of August because it was causing my computer to use full CPU and the automatic search for updates seemed to go on all day and night. Now I want to update Windows 7 but I am still having the same issue. How do I fix this and get my updates?

Windows Update will not update and I've tried multiple fixes

Upon installing KB3172605, my computer has been stuck on the shutdown screen with a message saying "Preparing to configure windows. Do not turn off computer." This message has been static for 30 minutes. I am going to shut off the computer and restart. How do I fix this and get my updates?
