Solved Windows Update keeps installing KB2871997

Help!

I'm having problems with two Windows Updates. It keeps installing the same update every time it runs. It says successful status, but in the Installed Updates list, there are actually no entries under Microsoft Windows at all and Windows Features is also blank.

Also, WU is offering me IE 11 64-bit as an optional update, even though I've had it installed for months.

I've tried the SURT repeatedly, and each time it says it "successfully" installed Hotfix for Windows KB947821.

I've run MalwareBytes and AVG scans with no reported infections. /sfc scannow has no errors, and I've also tried chkdsk on reboot.
