Hello,

I have seen many people with this problem and I had it myself and it took me way too long to fix.

The problem was when I upgraded from Windows Vista to 7, my USBs malfunctioned all of a sudden, and in the device manager were the little yellow triangles with exclamation marks in, on ALL of my "USB Root Hubs".
Believe me at first i tried all the common solutions other people have kindly given i.e. uninstalling the device from device manager and restart > reinstalling them etc. .

This MAY NOT be an outdated driver issue despite what a lot of supposed solutions suggest is wrong with your USBs.
This is the important question you need to ask yourselves to make sure this fix will work for you.
IF you own a PS3, have you used the controller on your PC through the USBs? if you have, then you most likely installed a programme called libusb-win32.

When you then upgraded from Vista to 7, this caused a conflict in the drivers and cause a Code19 on all USBs, the fix is just this simple if the above information applies to you. Access your "Add or Remove Programmes" list, and down that list you will find a programme called "libusb-win32." uninstall it, the ,moment it is uninstalled a very reassuring message will appear on your bar saying "installing driver software etc. . ." voila, problem solved!

I hope this will help some people who are stuck in this dilemma and don't know where to start as I know first hand how frustrating it can be without USBs xD
