MS is facing a big challenge.
There is the recent mobile/portable market, which they missed so far.
More than that, the race is on to get the users into cloud services = subscriptions.
The potential rewards are enormous. At the users expense, of course.
MS can't sit by and let Google and Apple carve that up between them.
If MS released another solely desktop os, that doesn't get anyone into their online services.
If they release an os just for tablets/phones , they are fighting head on with the established players who have a massive lead.
MS are trying to leverage their massive desktop user base into the clouds. They are trying to do that with the 8 metro thing.
They messed it up so far.
They are able to have another go.
