I have been trying to get WOL (Wake On Lan) working.
Windows 7\Control Panel\Network and Sharing Center\Local Area Connection\Properties\Configure...\Power Management has 'Allow this device to wake the computer' and 'Only Allow a magic packet to wake the computer' ticked.
The BIOS has WOL enabled.
The NIC (Realtek Semiconductor RTL8168/8111 PCIe Gigabit Ethernet Adapter says it's WOL comaptible and has the latest driver for Windows 7 64-bit.

However I cannot detect or wake on lan from the program I'm using called Emco.

Any suggestions?

In addition to the power settings, you have to also allow WOL in the properties of the NIC. Have you verified WOL is enabled on the NIC?
