problem turned out to be CryptoPrevent, which blocks utorrent access. Not a virus. The last thing a virus is going to do is block torrents.
Ok for pointing out the hazards of utorrent, but it would be nice if you responded with an answer instead of a daddy observation.
Most people know the risk of torrents, some of us use torrents as a way to get tools and patches not found elsewhere. Or copies of software we may have lost or misplaced. Yes, many people download illegal stuff, but its not for us to make a judgement call on that or preach morality on others you do not know.
Perhaps you misconstrue?
Neither of us was/is preaching.
Merely pointing out known risks associated with P2P/torrents and WHY a system admin might block such software.
Our replies are intended to inform not only the OP or someone else posting in the thread, but also anyone else who might read this thread, either as a forum member or as a guest. Not everyone who browses computer help forums is an advanced, informed user.
Also, for the record, this forum has a
zero-tolerance policy for piracy. (I am
not implying or suggesting that you or the OP did anything illegal. Just pointing it out for informational purposes.)
And, for the record, >95% of today's malware is NON-VIRAL. So, yes, you are correct, a "virus" would not likely block P2P software.

If anything, it would be some sort of
non-viral malware changing permissions on the system.
Without having seen diagnostic logs from either you or from the OP, however, we here in the forum could not possibly have known what 3rd-party software -- such as CryptoPrevent -- might have been installed on the system.
In any event, we're glad you were able to resolve your issue.
