I would suggest downloading the diagnostic software for your hard drive from the manufacturer to see if it is a problem with the hard drive. If that passes you may find this tutorial on startup repair helpful.

In addition try booting into Safe Mode with Networking to install, update and run a full scan with Malwarebytes

If Safe mode fails, download, burn to CD or write to flash stick, boot and run a full scan with Microsoft Standalone System Sweeper

Once clear of infection, boot into System Recovery Options to run Startup Repair repeatedly. If this fails, return to Recovery Tools list to try System Restore, then open a Command Line to run SFC -SCANNOW Run in Command Prompt at Boot. Best to run Recovery Options from your DVD or REpair CD: System Repair Disc - Create

If these fail to Start Win7, you can copy out your files with the DVD or Repair CD using this method: Copy & Paste - in Windows Recovery Console

Then run Toshiba Factory Recovery from boot, using Recover Disks you've made or order, or find a Win7 installation DVD to Clean Reinstall: Toshiba HDD Recovery Utility
Reinstalling Windows 7

I think it has a bigger problem.. even the safe mode command prompt is affected.. after loading a few files it stops and hang there.. then a few minutes it restart to choosing F2 and F12.. or launch repair recommended / start windows normally.. after that blank screen again and the computer stops there...

Follow the steps I gave you to clean infection using bootable System Sweeper then run the Repairs - if necessary from the booted Win7 DVD or Repair CD which doesn't rely on System files to do repairs: System Repair Disc - Create

Sir i followed the step just awhile ago, using cd and usb.. It didnt work, the windows logo appear then after that it stops again in blank screen. Wont continue, but the mouse cursor is moving.. Maybe last resort is i'll bring it to a technician..

Do you need to get files off of the computer? If you do you could use a Linux Ubuntu live CD to remove the files that you need off of your computer. THen you could perform a clean install.

No important files in my laptop.. Im just wondering it opens faster but when the logo appears it wont continue.. Maybe the windows files are infested.. That blank screen cant pass through..

Your best bet at this point would be to do a clean install of Windows 7 on your laptop. Do you have the backup media provided by your Laptop maker? You will find your CD key on the bottom of your laptop.

Yes, you need to boot the CD or flash stick to run the full scan with MS System Sweeper to disinfect.

Then you need to boot the Win7 DVD or Repair CD.

If you are booting them and they still stall, test your HD using maker's diagnostics/repair CD extended scan: HD Diagnostic

Next test your RAM with memtest for 5-6 passes: RAM - Test with Memtest86+

If these fail try resetting the CMOS: Clear CMOS - 3 Ways to Clear the CMOS - Reset BIOS

While in BIOS setup set the CD/DVD drive to boot first, followed by HD. How to Boot your Computer from a Bootable CD or DVD - Boot to CD

Now try booting the scan CD and Repair CD again. Look for the prompt to "Press any Key to boot CD." If it fails reboot and tap the F key given on first boot screen for Boot Menu, select CD drive to boot.

Sir what the mean of CD-BOOT PRIORITY..NO MEDIUM?

thanks..
