Did you do
set WINDOWS_TRACING_LOGFILE=F:\CBS.log
prior to running sfc/scannow?
To be honest I read on internet that WINDOWS_TRACING_LOGFILE is only working on VISTA. I thought maybe old article so also working on win7. Not many references to that setting. Don't know how to log it to a file. But I can't imagine win7 doesn't boot at all due to this. All is fine!! Except sfc/scannow (which is probably so for a long time).
I hate startup repair doesn't tell what is wrong!
