System Tray Icons Will Not Turn On At All

So for the last few month I've had a string of issues, when one was fixed another would pop up, a virus showing up, my old anti-virus was kicking me out of games and other programs every 5 minutes to warn me about it but it couldn't fix the issue. So I downloaded Avast anti-virus, it fixed the virus problem, but suddenly I have no more access to my System Tray Icons (Network Sharing Center, Volume Adjuster, ETC.) as well as some of the centers themselves no longer working right. This proves to be an issue because I can no longer connect to any Wireless internet except my home internet, it never used to be like this. So after a few more issues I was forced to remove Avast completely from my laptop. The icons still wont show and the centers are still having no response, I've tried the Windows Fixer program, manually trying to fix it. Nothing is working and it's getting really annoying.

This is what my System icons ON OFF window looks like, note the four system icons that are not even able to be turned on.

So this is basically my problem, with icons not showing I don't know if i'm connected to an internet source properly, I don't know what my laptops battery life is at when it's unplugged because that icon is missing, I've tried every online and offline troubleshooter I could find, nothing. So, a desperate plea, anyone know what the hell is going on?

Its more likely the threat is causing the problem and not the antiviruses itself.
The threats might not be completely gone.
Please do what MilesAhead suggested.

These links might help you get back the functionality. Let us know how it goes.
If you are able to get the tray notifications fixed I would reinstall avast and run a boot scan to tackle any remaining threats. I also suggest downloading malware bytes in my signature and run a full scan after updating it.

Well I tried Miles way, did the repair disk, all the way to the command prompt in the boot up menu, I enter in the command, wait a while, it said it was unable to do the requested operation. Tried it three times, same message each time. I set everything back to normal and then tried Andrews way, downloaded the file, right click, merge blaa blaa, it gave me a registry error, I reset my computer anyway, but I still can't do a thing to my system icons. I think you may have been pointing at the other system icons, which those are working fine, it's only those four system icons that are not working.

Sorry to say but it sounds like reinstall time. I would perform some step by step regimen for cleaning an infected drive, including a slow format before installing.

I'd try a few more virus scanners. There's no sense running a system that's still infected. It's bound to bite you later. If it comes up clean then perhaps a repair install will work.

ok, after a few weeks of looking around I think these system programs where somehow deleted, I also failed to notice it happened around the time I removed Kaspersky anti virus, these programs disappeared. Is there a connection between the anti virus software and system programs like sound and network sharing center?

None of the above worked. I think I have to reinstall Windows 7 somehow. I'm going to seek help from a computer shop near me, sorry guys.
