What noel is saying is they scammed you.

They installed a illegal copy of windows on your machine and sold it to you. Which explains your issues. You might wish to report them to the authorities.

You might want to report the piracy to Microsoft, by the link here:

Protect Yourself from Piracy

They will usually give discounts to people who are scammed like this in order to get a legal copy.

By reinstall, he is stating that you need to buy a copy of windows 7 and reinstall it.

Sorry this happened in the first place. I would defiantly report it though like I stated both to Microsoft and the police. Hopefully you can get your money back.
