How do I pin a folder to the taskbar with a "hovering" list of items?

Hi I have a folder that I would like to pin on the Windows 7 taskbar BUT I would also like it to display a list of the items in the folder when you hover your mouse over it. Much like when you hover over the administrator tools option on the start menu. See picture below for example

Any idea how I would do that?

I would really appreciate it because I want to pin my folder with a list of shortcuts in it to the taskbar so I can quickly jump to it without opening up an explorer window or pinning each shortcut to the taskbar (idea is to save taskbar space and make it more convenient)...

How to Customize the Taskbar in Windows 7 & Windows 8.1

The reason I ask is because I want to minimize the number of icons on the taskbar for games to just one icon. I know I can just do a link to the games library or a folder but I would rather it be displayed as a list of shortcuts I've created similar to a jumplist. Reason being is for some games I need a custom shortcut not found in the games library... Also I can have this setup separately for each user profile on the computer to make it simpler to use.... Does this bring any other ideas or have you found anything in regards to what I was originally looking for? I just have no idea how I would create my own type of toolbar plus I would like less space used not more. Any help is appreciated.

EDIT: Wait is there a way I can create my own folder jumplist (right click taskbar icon) for game shortcuts that shows all the game shortcuts in the folder? Or how would I accomplish making it do that?

Well the program works but it has some *ahem* bugs... Like it works and all but it doesn't do a 60 item jumplist on my computer as advertised I could only get 18 but I am sure if I keep trying it will eventually work properly. It is free so yeah I guess you can recommend it BUT if possible I would include part of that tutorial I linked to or all even because without it some of the workarounds I wouldn't know about.

Hah today I just figured out what you meant by creating my own toolbar. I feel so dumb now lol. I think out of all this the toolbar option is the best option. If you prefer a small icon though located anywhere on your taskbar then I would go with the program I was talking about but it has ALOT of bugs. So toolbar option is best IMO. Thanks! Sorry for not realizing what you meant the first time lol.
