Display not turn off after shutting down

Gigabyte H55M-S2V. Os Wondows 7 x32 Ultimate .

Display showing shut downing and freezes.

Does the computer itself shut down? Do the fans stop and the lights go out and just the monitor stays on?

Thanks for the reply Mellon Head. No. No. Yes the message says windows is shutting down.I formatted OS , set default BIOS too. But anyway No problem with the OS because the Hard Disk lights turned off and no problem with the Hard Disk. Because i exchanged.

What's the issue again? The monitor isn't going to turn itself off, you have to press the power button, unless I misunderstood the issue?

Now monitor turn off but the Power is not turn off. The processor fan spin always until i'm pressing the power button. I think now the problem with power
