C:\ used space after windows 7 starter installation

I'm trying to install windows 7 starter 32bit to a flashdrive and i want to know what is the used space on c:\ (or the windows partition) is after a clean install without any other software installed (only software from the windows instalation) so i can find the smallest flashdrive to install it on.

I know that the minimum requirements is 16gb for 32bit but sometime it uses less than 16 gb

I also know that i can just install it to a vm, but i dont have enough harddrive space for the virtual hard drive

I'm using WinToUSB to install windows 7 to the flashdrive

Even with starter you would need a 32 GB minimum, but for regular installs I suggest at least 64GB and preferably 128Gb+ to allow for breathing space. I exclusively use a minimum 256GB partition for OS installs (ideally this would be an SSD)

yes, im using this as an emergency os so i can fix my computer if something happen, i already have windows 7 extreme lite edition on an 8 gb flashdrive, and now i want windows 7 starter edition on a flash drive because i think it the smallest version of windows that i can install with wintousb

I think if you create the Windows 7 Starter Edition ISO, a program such PowerISO [not free] or any number of other ISO burners [which are free] might be able to "tell" how much byte-space will be needed.
