Solved Laptop Not Charging

I've recently acquired a Windows 7 Laptop, a Compaq NC6320, but it doesn't seem to charge. When I turned it on it was on about 84%, after 5 minutes or so it was on 79%. The charger is on, making a quiet whistling noise like they do, and the green light is on the charger too, but for some reason isnt charging. So I think there is nothing wrong with the charger. If when the battery is flat would it run on the charger. Could the problem be something simple, any help would be appreciated.

Some laptops, to extend battery life, charge to 50%, 80% or 100%.
Shutdown, remove the charger and remove the battery. Plug in the charger. Does it boot and run without the battery?

Going forward, after this situation is solved, download either BatteryBar or Battery Monitor, the free versions. They can give you way-in-advance heads-up if a problem is brewing somewhere along the "power train" from wall outlet to laptop internal power supply and battery. I use my batterybar's color codes to "tell me" what is actually happening as opposed to what should be happening.
I doubt either utility will do much in this situation, however, if you do install batterybar, tell me the color it shows.
Use unchecky to have it unclick un-needed/un-wanted extras for this and other installs.

1) Have seen this before. Can be that you have a damaged internal power supply that don't charge or power the computer. It only runs on the battery.
Very difficult to repair on a laptop as the internal PS is part of the MoBo.
My Sony Vaio sometimes blinks (need the battery on so it doesn't shut down).

I would claim for a replacement.

2) Can also be that the external PS is damaged. You have to measure the output voltage when pluged in (you may need to open the computer case).
It the external PS is damaged, replace it (cheap and easy fix)

How would I measure the output voltage?
Would it be better to return the laptop as I've only had it a few days?

- measure the output voltage with a volt meter (an electrical tool)

As I don't have a volt meter I can't do that, but even if I did I don't have the means to repair it, I'll send it back and have them do the repair, or a refund if it comes to that. I shouldn't have to repair it anyway as it shouldn't have come to me with a fault.

problem could either be a faulty power supply or the power jack on the laptop is loose and needs re-soldering
better return the laptop for repairs

I've got a new charger and the laptop is now charging, so must have been a faulty charger that I was using before, luckily this turned out to be a simple fix.

I hope the new charger is OEM (Original Equipment Manufacturer) and not generic. If possible, it should be UL and/or CE listed. You'll see that on the adapter its self. The cheap eBay knock offs or where ever bought can damage your computer or cause a fire. Sometimes BIOS will throw a s&%t fit with a non OEM power adapter.
