this is the best I can do for you on the connection part.
I have my Belkin router.. hooked up to my sbcglobal> modem (Speedstream)
connected> to the desktop> connected to the Laptop.
I know nothing about .>.Cisco 24 port switch.

Zomby what do you call that thing then ? that has all the plugs in it.. that keeps everything connected on the electrical end.. on the floor near my feet under this desk.

I think you are using you WiFi on you laptop to get on line. Is that correct? You said you went to the other room and it worked so I assume you are using WiFi. To use the router address you need to be running through the lan cable connected to the router. Please advice.

This article says the default on a Belkin is 192.168.2.1 give it a try.

using the adapter that came with the Laptop...

We are not talking about the AC power , that has nothing to do with what we are trying to accomplish here.

Go to your desktop and type 192.168.2.1 or 192.168.1.1 into your address bar.
