I want to add a folder to Windows7 taskbar without the need to create a new toolbar and then create a folder then a sub-folder. I want to drag and drop the folder from my desktop then lock it and remove it from my desktop.

Make a simple .txt file on your desktop, rename it to be an .exe file. Name it what you would like. Drag it to the taskbar. right click, right click, properties and then change the target to whatever you want to point to..

Great. I only just came across this issue while testing Windows7 here at work the other day. Thanks!

Note that it didn't work for me dragging onto the Taskbar [Pin to Taskbar], in that the subsequent right-click did not give a Properties option. I left-click-dragged the text.exe file to the Windows Orb/Start button, where the cursor showed that Pin to StartMenu was available on release of the mouse. When on [Pinned to] the StartMenu, a right-click gave my Properties. Ta-dar!
