After windows update, no internet access, good wifi connection

HP laptop w/ 32 bit Windows 7 Pro. ISP is Frontier DSL. Avira Antivirus, also installed tinywall.

With Windows firewall on, none of the browsers nor the Windows help can get through.

Searching online for "Allowed programs and feature through windows firewall", I am pretty sure the [....] shouldn't preface every program. See the JPEG attachment.

It couldn't restore to an earlier date. I tried to uninstall the updates and still no luck. It is likely an update issue, but I don't think that forum can help.

There is a known problem with one of the latest updates causing this or a similar issue. Downloading KB4487345 has worked for a few people! Download and run KB4487345 from here => MS Update Catalog KB4487345.

I installed it but didn't solve the problem. It is marked as installed, but during restart - before it shut down, it got to 30% complete d and it shut down and restarted.

Problem was semi solved by reset the windows firewall to default, but have to do it every time the puter is turned on.
