IE draws it's GIFs each fram over the other without releasing the resources for the one under it, making it VERY inefficient and causing lag. I have no idea why microsoft thought this was a good idea.
The reason it wouldn't work is because you already specified the program to open gifs, and windows won't accept the SAME EXE NAME if it's in a new location. rename the exe and it will overwrite the previous value, allowing you to use it.
