Okay, now I'm unsure of how to boot from a flash drive. I adjusted the BIOS so that the first priority is to "Boot from USB-FDD," but it doesn't seem to notice it... It just boots straight to the Startup Repair, bypassing even the failed startup that sends it there every other time.
