BSOD only on cold boot HP

Hello, I'm new to this forum. But I work on computers as a hobby and a way to get some extra money, but I've ran into a problem I cannot fix, I have an HP desktop computer with Windows 7 Home Premium x64.
When starting the computer I get HP logo, windows logo, then a blank screen.
If I keep trying. It eventually works fine and continues to work fine (starts up, no crashes errors etc.)
But then if it's been turned off for five or ten minutes, back to blank screen. With a mouse curser.
I've tried:
Sfc scan
Chkdsk scan
Malware bytes
Adw cleaner
Resetting the BIOS settings
Event log comes back fine too.
I have no idea what more to do, the owner of the PC said she tried a system restore, but there was no luck.
(I am not a professional just enjoy the learning process. So go easy on me with answers please!)

Now I usually start with the very basic stuff as you have and then move onto more basic stuff read my ditty and post back a pic of what you get - if you can.

Using HW Info
PART A:
You can test the volts on the PSU with HW Info
HWiNFO, HWiNFO32/64 -Download < download the right bit version andclose the right hand window select Sensors and scroll down to the power sectionwhere you will see what the volts are doing see my pic. Now the section you want will be labelled - fpr example Asus boards usually have "Nuvoton" an d Gigabyte boards "ITE" in any case the section you want will have Vbatt or VBAT in it (dead give away) ;)
The original right hand window shows the machine running and is handy for thatbut for looking at the components in some detail close it and use the main lefthand side panel
FOR OTHER COMPONENTS
PART B:
Open each small square with + in it on the section the components are in andthen click on the individual component/s (it will highlight in blue) - in theright hand side will appear all sorts of details including brands speeds andother essential info that particular device. See pic for example.

Now the volts must be within 5% +/- of the required value see this
VoltageRails - Power Supply 101: A Reference Of Specifications You can of course measure them with a digital multimeter - use the black lead to any black cable onthe 24 pin pug to the board and the red lead to the colours - for the voltscolours see this https://en.wikipedia.org/wiki/Power_...unit_(computer) scroll to the bottom it will show you the set up of that plug,now the GPU plug or any other power lead use the same principle black is alwaysground / negative.
