can't change themes windows 7

Hi all
I have just upgraded from Vista to windows 7 and are haveing trouble with changing the themes.
The themes were working fine when on Vista. I had a standard theme with a different wallpaper added (photo).
Now after I updated to 7 when I change to another theme only the colors change nothing else. Not the wallpaper or desktop icons or mouse pointers.
I tried and delieted the photo to force somthing but ended upwith a black screen.
Any ideas? :confused:

If you click on one of the Aero themes, your desktop doesn't change? It should as soon as you change. There are different selections for colors and themes.

Aeroe or any of the other themes. It doesn't matter what theme none of them change. I can't even change the wallpaper by it's self. It's like all the settings are locked and only the color changes. None of the options are greyed out they just don't work.

Have you changed the User Account Control (UAC) settings?

Do you see anything on the task bar turning gold or flashing? Maybe you need to grant permission for some reason.

Have you used the control panel to try to change the settings?

If you right click on computer and click on properties, what does your Windows Experience Index show?

Was you upgrade and in place upgrade or a Custom Install and where did you get your software?

I'm logged on as admin. There's nothing flashing in the task bar and it was an in place upgrade from Vista.

Are you using Vista themes?

The Vista themes are not compatible with Windows 7.

If not then i recommend you doing a repair install or a
new clean install.

I was asking about your performance index to see if your system might be restricted in some way. If it is around 3 or something, you might not be able to use Aero, but I don't know if that would effect the themes.

No the performance index is 5.9.
Regarding the vista themes, I'm not aware that i"m using them as i even downloaded a 7 theme from the microsoft site and that doesn't even work. But maybe if the vista theme was active when I upgraded to 7 that might be locked or something.
Maybe I'll try a repair and see if that does anything.
