Can't start win7 with startup repair

Hello,

I have a Toshiba laptop with windows 7 ultimate and I'm trying to follow a guide like this one in reseting account password:

How to crack windows 7 "user login" password without using any Software. - YouTube

But the thing is that I can't get startup repair no matter how much I force shutdown.. Everytime I get the menu that only consist of:

Safe mode
Safe mode with networking
Safe mode with command prompt

Start windows normally

What's the issue here?

Boot with a win 7 installation disk an then will be a Repair option. There you going to find the startup repair.
