Option 1: I can't changed user account to administrator because I am not an administrator.

Option 2: Same thing here.

Option 3: Can't changed it because "The user could not be added becausse the following error has occurred: Access is denied."

Option 4: 'net' is not recognized as an internal or external command, operable program or batch file.

Option 5: "This computer is running Windows 7 Home Premium. This snapin may not be used with this version of Windows. To manage user accounts for this computer, use the User Accounts tool in the Control Panel."

None of them seem to work for me. :(

Brink, I'm wondering if Ultimate Windows Tweaker 2 may help here. I don't know for sure 'cause my Roland acct was admin level to begin with and I simply enabled, made visible, the built-in admin acct. Would UWT2 be worth a try?

Additional: I guess I was thinking the built-in acct may be enough to fix the other admin acct created by OP. From what the others far wiser than I posted here, UWT2 is not the answer.

My understanding is you can't create a admin account unless you already have access to a admin account.

Guest or Standard users do not have permission the create a admin account unless they have a admin password.

Their would be no use of different accounts if anybody could change their Guest or Standard account to admin.

@Azingy
Who has the Administrator account?

I don't need to create an administrator account. It's that I can't access the administrator account by simply logging out because it won't show. I own the administrator account.

Confusing, all the accounts are right there in your pic.

So what account do you log out of ? And what account doesn`t show up after you log out.

What is it exactly, that you`re trying to do ?

How many users are on the log on page ? Are you one of those accounts ? Is it an admin account, just log in with that, then you can do whatever you want.

Could you explain why you can't log into the administrator account?
Exactly what warning are you getting if any.

Do you have the password?

Don't know why but it says that 'wmic' is not recognized as an internal or external command, operable program or batch file.

Did you do the cmd exactly as the tutorial that Brink posted?

wmic useraccount list full

wmic useraccount list full >"%userprofile%\Desktop\UserAccountDetails.txt"

**I'm not understanding how someone is the administrator and all of a sudden forgets how to use the administrator account.

Option 4: 'net' is not recognized as an internal or external command, operable program or batch file.
Don't know why but it says that 'wmic' is not recognized as an internal or external command, operable program or batch file.

You've another problem to address. But go about fixing the initial one first.

In a command prompt run the below, and upload the txt file it generates here.
Code:
C:\Windows\System32\wbem\WMIC.exe useraccount list full > "%UserProfile%\Desktop\UserAccountDetails.txt"
