Cmd dissable...

Dear friends.
I have a Windows 7 Ultimate x64.
Y run a system check up on my computer every week, but today as I open the command windows it said that was disable by the administrator.
I'm the administrator (not logged as an administrator) so, how can I re-enable the command window the way it was before?
Thanks for any help you can provide.

Value Name: DisableCMD
Data Type: REG_DWORD (DWORD Value)
Value Data: (0 = default, 1 = disabled, 2 = disabled but allow batch)

You may disabled it using a tweaking program.
