Computer hangs on Welcome screen.

First of all, sorry about the caterogry. I didn't know where to post.

So, my brothers computer hangs on the Welcome screen. I tried booting in Safe Mode, same thing. I inserted the Windows disk but it just loads to the blue and green stuff screen, then restarts.

What could I do? Wanted to mention that he's 10 years old and downloads all sort of sh*t, but I can't do the system recovery because I can't access the system recovery .

Well I dont know the answer but i do know that first: you are breaking the forum rules for saying something inappropriate (the s word) and second: this thread might be in the wrong place. Oops you already said that. Actually I think this should be part of Performance and Maintenance.
