Is the keyboard plugged in to the usb port reserved for a keyboard/mouse?

For optimized defaults, go into BIOS and the option should be on Exit menu?

don't know how, also my keyboard won't work in safe mode, how do I change that?

Are you using a standard (plain vanilla) keyboard or a high end keyboard that requires drivers?

If this is a USB connected keyboard, make sure it is plugged into a USB 2.0 port in the back (black ports), not the USB 3.0 ports (blue ports).

Tried going back to an older driver fro my GPU and I restored bios to default(I haven't reset CMOS as I am afraid I may break something). No luck, problem continues.

Other than seeing if it runs OK in safe mode I really have no idea what else to try. This is frustrating I can't play the Witcher!

Clear CMOS does not break anything.
It resets BIOS to default settings and clears the hardware list, ready to create a new list on the next boot.
The only thing that can go wrong is if your Windows was installed in AHCI mode and the default SATA controller setting is IDE, and even then it is just a simple task of switching it back to AHCI to get going again.

OK I ran safe mode for about an hour and while I didn't have a spike I couldn't really open any program that would cause one so I honestly have no idea if the problem persists in safe mode, sorry.

Well from here if nothing changed, then I would do a clean install. Install your programs one by one and see which is the culprit. Painful but should help.
