Cookie mis-handling in IE 11?

I don't use IE but Wifey does. Her HP laptop stared heating up and doing a colour show. On examing it, I concluded that it has about 15,000 cookies. Whether that has any effect on the immediate problem is one thing, but the cookies have to go.

It's my understanding that IE used to have a setting by which you could clear cookies "execpt" for your favourite sites.... but in IE 11, that is no longer the case or that you now need a doctorate in digitial science to know how. If anyone can help. please do.
