Can you move the PC close enough to the router to plug in by ethernet cable to compare?
If so right click to disable the Wireless adapter in Control Panel>Network and SHaring>Change Adapter settings.
Turn off Modem and router for 30 seconds to reset just in case. See how it performs now.
Next try to flush DNS .
Run for awhile more then reset Internet Options>Advanced to Defaults, saving nothing.
Compare using another browser all along while doing this.
What is the make/model of the wireless adapter? Where did its driver come from?
Is this latest reinstall also a Factory Recovery? Remember that is a really inferior install, about the worst you can have. I was hoping you'd consider a Clean Reinstall Windows 7.
Keep in mind if you want to wipe the hard drive with Diskpart Clean Command then Clean Install Windows 7 until it starts up, install ethernet adapter if necessary along with Teamviewer, I will connect and set up your install perfectly according to Clean Reinstall Windows 7 including all of the recomended tools and optimizations.

Let us see a camera snap of the Advanced tab of the BIOS? I never used a VAIO (I havent used laptops other than Dell) but I watched some videos on youtube and a number of guys having E series have fore functionality in BIOS than that you are saying.
