I just discovered I do have the setup for Win7 on my computer. When the System Recovery Options asks for me to load drivers for a system image restore I can Browse the computer and all the drives (X: , C:, and D
plus the CD/DVD drive (E. If I look in the Boot drive X: I can see the setup.exe file and run it. Only problem is when I do I get this:

A required CD/DVD drive device driver is missing. If you have a ddriver floppy disk, CD, DVD, or USB flash drive, please insert it now.
How can I get the right drivers to continue the install? Thanks

I cannot help you if you won't answer the questions: Does the Repair CD find an installation to repair? Is it's size correct?
X is normally the installer DVD, but you say you have a Repair CD. The prompt for drivers is never needed with a Win7 installer since it is driver-complete - the error almost always means the installer is corrupt and needs re-download or a new DVD burned.
If you'll follow the steps given and answer the questions we may be able to help you repair Win7. If not, you'll need to order Recovery Disks from your manufacturer's Tech Support, which is included free for the first year of purchase. What is your make/model?

Ok thanks alot. Is there a way of getting the ISO where I know it is not bad and will actually work rather than just searching it in google? I know you can create a recovery disc using another windows 7 32-bit computer but is that the right thing I need and if so, I do not have access to another 32-bit, only 64-bit.

Do you not have Repair CD which works already?
Recovery Disks are made when you get the computer as a back up to recover to Factory condition. Since your factory Recovery failed, these are what you need if you want to restore to factory condition with the preinstalled bloatware and factory utilities.
You can google legal Win7 downloads to get an installer if you want just Win7.

I said way before in this thread that the only cd I have is a Recovery cd. I just googled Windows 7 32-bit Recover Disc and found a download. I do not know the difference between a Repair cd and a Recovery cd. In the beginning I just wanted a recovery CD to completely wipe all the information on my laptop and reinstall windows 7. I have done that like 10 times before in my life so it was nothing new to me. However, this one time i got the error I described way back in the thread and it has led me to this.

also, if I use the USB installer like you said with a ISO Win7 installer, will it ask me for the Key code for Win7 Home Ed? If it does, I can't read the sticker on my laptop because it has been worn off.

What you downloaded is the Repair CD. It is only used for repairing Win7, not restoring it to factory settings or reinstalling it. It has these functions:

What I am confused about is why then, when I first used the Repair cd, there was a 6th option at the bottom of the System Recovery Options menu that said "Toshiba Advanced Repair" and it let me click that then choose to reformat the hard drive and gave me warnings that all my data will be lost (which I wanted). But after that, with the SAME CD, there is no option under the Command Prompt option.

As I explained earlier the Factory Recovery option could not have been on the Repair CD from the link you provided, but instead you may have somehow (to boot the CD?) accessed F8 Advanced Boot Options, selected Repair My Computer which had the Full Factory Recovery option on it before it failed.

Also this didn't work with the holding zero thing. I am guessing it is because I have no OS or BOOTMGR. That guide was for someone that could access their OS which I cannot.

Incorrect, the guide is to run Factory Recovery from boot whether Win7 will boot or not.
You could have run Factory Recovery from the OS and make the Recovery Disks following these steps: Toshiba HDD Recovery Utility
Do you know for sure you ran Factory Recovery? You said you had run it many times before? Could this be a failed Startup Repair or System Restore?

Yeah I definitely did the Factory Recovery because it prompted me about losing all the data and that it will partition the hard drive, etc. So from this point on, is there a way to get past the "Load Driver" window when I try to install Win7 or do I have to contact Toshiba which will probably cost money.

You do not have a Win7 installer. If you did the error almost always means it is corrupted and needs to be redownloaded or burned better. Whatever Setup you found to run is likely corrupt. Win7 installer contains all the drivers needed for modern drives. If you have an older IDE controller you could try inserting its driver at Load Drivers.
Browse in via Load Drivers to see if you can find these files which log install errors:
C:\$WINDOWS.~BT\Sources\Panther\setuperr.log
C:\$WINDOWS.~BT\Sources\Panther\setupact.log
C:\$WINDOWS.~BT\Sources\Panther\miglog.xml

Ok, I have run the Start Up Repair more the 3 times now and each time it says, "Searching for Repairs" then "Attempting to Repair" then comes up with a box that says Startup Repair cannot repair this computer automatically and gives me the options to Send information about this problem or Don't Send. When I click either one it shows this message:
If you ahve recently attached a decive to this computer, such as a camera or portable music player, remove it and restart your computer. If you continue to see this message, contact your system admin or computer manufacturer for assistance.
Then I can view the diagnostic and repair details which I shared with you before.
As for the log files:
There is nothing in my C: drive so no there are no log files there. I can find a source folder in the X: BOOT drive but nothing that looks familiar.
Lastly:

I asked you if you marked Win7 or it's 100mb System Reserved partition Active, which must be done for the Repairs to work, not the Recovery Partition which was only a test to see if marking it Active would trigger it to run.
While Recov is marked Active, see if you can trigger it using the Recovery instructions to press 0 at boot.
If there is definitely nothing in your C drive then there is nothing to Repair.
You'll have to order your Recovery Disks to restore to factory condition if you can't read the Product Key on COA sticker which is required to clean reinstall with a Win7 DVD.
Toshiba might help you recover the Product Key if you ask.
