Customise the Whole Windows 7 boot screen

Hi All
Would it please be possible for anyone to tell me, can you change the whole boot screen of windows 7 because I want to make the startup look like Samaritan from Person of Intrest. I have already made a gif of the startup however if I use windows 7 boot updater it only allows me to edit a small 200x200 window. Whereas I want to edit the whole screen to make it look like the first 7 seconds of this video: https://www.youtube.com/watch?v=nyyqCoiSnxA
