How do I disable the infernal obnoxious and useless desktop cleanup that keeps deleting the shortcuts I put on the desktop.

Sorry Skyler, but that policy is for Windows Server 2003 and Windows XP operating systems only.
Instead, you could also turn off the System Maintenance Troubleshooter to disable that from happening.
