Every time I have CD or DVD in my drive, when I startup my computer, the disc starts to play. How do I turn this off?

Take the disc out before you shut down the PC. It's not good to leave a CD in the drive anyway. It will slow boot time and cause unnecessary ware on the CD and drive.

I usually do, but sometimes I forget. Like yesterday, and my computer rebooted after installing updates, and I woke up 3.30 in the morning to the sweet, sweet sound of heavy metal really loud. :sarc: I guess I won't forget again, for a while anyway.
