Will the drive boot any other bootable CD's?

Is the XP CD one which you burned yourself, and is it known to boot in the past? If so, you can try burning another using ImgBurn at 4x speed with Verify.

Is the XP CD visibly dirty? If so, wash it with a soft cloth. You can also try copying it using ImgBurn to Copy Disk Image>Write Disk image.

What about CD's.

XP is on a CD, not a DVD.

Is it a CD drive you are using, and will other CD's boot with it?

For the third time: Was the CD was burned from an ISO?

1) Get yourself a Legal new original copy of windows XP CD & key.

2) Take a look at dual booting.

burn it to a dvd boot from it, install windows xp
