Error 0xc00000e9 (|boot\bcd) i/o error when attempting to reinstall

I purchased the factory cd for my laptop to re-install my os (Windows 7 64 bit) but when I try to boot from it I get an error \boot\bcd, 0xc00000e9, An unexpected i/o error has occurred. It happens when I try to boot from my internal cd-rom drive and also from an external usb drive. I can view the contents of the cd from either drive. Any help would be appreciated.

Try wiping the HD first with Diskpart Clean Command using the Win7 disk or Repair CD http://www.sevenforums.com/tutorials/668-system-recovery-options.html.

If Recovery disks still fail to complete then using the installer provided to do the vastly superior http://www.sevenforums.com/tutorials/219487-clean-reinstall-factory-oem-windows-7-a.html#post1839164.

If this has the same problem then test the Hard Drive with the maker's bootable HD Diagnostic CD scan.
