Error 2203

I just installed windows 7 on a new computer set up and now AGAIN i am unable to install anything cause of this stupid 2203 error wont let me install Nod 32 so now I have no anti virus cause of this fun problom that seem to have no fix for it. I tried to do what i did before taking ownership over the temp/installer folder but that isn't here anymore.

Check that your user account's temp folder is set correctly. And also, check that the Windows Installer service is not set to disabled.

Use services.msc in the start menu search box. Hit enter.

If you can't fix it, do a clean install.
