error: IE cannot install because a newer verision is already installed

Go to Control Panel / Programs and Features. There are three tabs: one for the programs, one for the Windows features, and one for the updates which have been installed.
After doing so, be sure to do a Windows Update, to get all of the IE updates.
- Go to the tab for the Windows features and make sure that Internet Explorer is unchecked.
- Now go to the Updates tab, and look for any updates which are related to Internet Explorer. Uninstall all of them.
- Click OK.
- Reboot.
