Go to Control Panel / Programs and Features. There are three tabs: one for the programs, one for the Windows features, and one for the updates which have been installed.
Go to the tab for the Windows features and make sure that Internet Explorer is unchecked.
Now go to the Updates tab, and look for any updates which are related to Internet Explorer. Uninstall all of them.
Click OK.
Reboot.
You should now be able to install IE.
After doing so, be sure to do a Windows Update, to get all of the IE updates.
