Explorer.exe error (I can't start my Windows)

Hello,

Yesterday I was browsing the internet like always and then I just went to sleep, today when I tried to boot my Windows 7, I saw this error

"The application was unable to start correctly (0xc0000022)."
(It's Explorer.exe) and then black screen appeared.

Tried to do something from safe mode, I scanned my PC and removed the viruses, but still the same, I opened CMD and I did a sfc /scannow, and after this it was saying that corrupt files were fixed, trying to reboot but I get the same error with explorer.exe

I can open Task Manager from normal mode but I can't start explorer.exe as a new task because I get the same error.

How can I fix this without installing a new windows.
Safe mode working fine.

Here's how to fix this issue:

1. CTRL-Alt-Del to bring up Task Manager.
2. Click File | New Task(run).
3. Type regedit in the Run box and click OK.
4. Browse to the following registry key:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Image File Execution.options

5. Under this key there will be subkeys named explorer.exe and iexplorer.exe. Delete the explorer and iexplorer keys entirely. They should not be listed under the Image File Execution.Options key.
6. Close the Registry Editor.
7. Restart the computer.

Assuming no other viruses are interfering, the desktop should load fine now.
