Standard NTFS file permissions can easily do that, but any administrator account could also easily lift and bypass such protections. Also, the external drive must use NTFS file system.

Perhaps, you should use the default Windows permission settings as suggested in Post #3. Pateman might needed a month more to create that program. Lol!!
