Fans will not ahut down

I have a Asrock G31 M-8 running Win 7 Ultimate The problem is when I shut down the hard drive shuts down but the fans keep running.
The only way to shut down completely is to press and hold the power button.
I thought it mighe be a power supply problen so I replaced the power supply. No change.
I then replaced the motherboard still no change.
The bios is the latest version and is set to default settings.
Any ideas will be greately appreciated

What power plan are you using in win 7? are the fans stock and plugged into the correct plugs/sensors?

Instead of G38 M-8, is it M-S?

On the site it says
*Please update BIOS to P1.20 or later.

If you have 1.16, you should update your bios.

I found the fix.

Windows Start Button" >> Control Panel >> Hardware and Sound >> Device Manager >> IEEE1394 Bus host controller (expand) >> double click "VIA 1394 OHCI Compliant Host Controller" (this could be different on your machine) >> Click on "Power Management" tab >> Check the box "Allow the computer to turn off this device to save power" >> click "OK".

Now your computer will shut down normally from here on out
